PRESENT: Commissioners Richard Heeter, Tina Johnson, Anne Ziebell, Doug Hagel, Chief Richard Pietrzak, Council Liaison Phil Forseth, Asst. Fire Chief Gary Dotseth and minute taker Lynn Reichstadt

APPROVAL OF MINUTES: February 13, 2008 Commissioner Anne Ziebell asked if anyone had corrections. No corrections were noted.

REPORT TO COMMISSION:
OLD BUSINESS:
The commission continued to review the draft rental property/property maintenance ordinance. The commission discussed the draft and all agreed it was now ready to forward to the City Council.
Motion: Motion to send draft ordinance to City Council on April 22, 2008 and recommend its approval.

Public Hearing: A public hearing was held to discuss the concerns about hunting on Diamond Lake. The Public Safety Commission wanted input from the residents about what concerns they had and discussed some options for resolving issues that have previously been brought to the commission and the Police Chief. The complaint that has been heard most is hunters not abiding by the city ordinance prohibiting hunting within 1000 ft of a building. Greg Dehn of 13860 Xanthus Ln. Dayton was present. He discussed the hunting on Diamond Lake and mentioned only a small portion of the lake has housing near it. He did not want to see the lake closed off to hunting. He and his boys have hunted the lake for years and he would like to see them continue to be able to hunt. The commission discussed with Mr. Dehn the concerns that have been brought to the commission and council and mentioned the city had considered closing off hunting on Diamond Lake. The discussion continued and the commission agreed to begin by recommending the two bays on the North side of the lake be closed to hunting. The commission is also considering making all hunting in the City of Dayton by permit only. There have been incidents where hunters have shot and hit houses, pellets raining down on residents, and hunters trespassing on other’s land. There are a limited number of areas still open to hunting and this would allow the Police Department to know who is hunting in the City and where in the event of any complaints. The commission discussed that as the City grows, the areas available to hunt will decrease so this will be a good place to start. The commission discussed with Mr. Dehn that they would like to see the hunting continue, but would also like to ensure the residents are safe. The commission asked to have the draft ordinance be brought to the next meeting and have the permit section and Diamond Lake Sections added to the draft. They will review it again at that time.
POLICE DEPARTMENT: CHIEF RICHARD PIETRZAK
Chief Pietrzak mentioned the new Emergency Management Manuals. The City of Dayton has now joined with other cities in the north metro to form the North Suburban Emergency Management Planning Group. This group developed one unified Emergency Management Manual. Chief Pietrzak mentioned this is a good move. We have mutual aid agreements with many of these cities and in the event of an Emergency everyone is using the same plan. The manual will be brought to the next meeting for the commission to review further.
FIRE DEPARTMENT: GARY DOTSETH
Assistant Fire Chief Gary Dotseth discussed the purchase of a new engine. The council has mentioned possibly waiting another year and the Fire Department has some concerns about that. The purchase has been pushed back twice already and there are concerns about the cost of continuing to keep the existing engine running properly. Council Member Forseth mentioned that the council is concerned about costs to the residents. Commissioner Hagel asked what happened to the trucks Maple Grove was possibly going to sell. Assistant Chief Dotseth mentioned they ended up not selling them and they were older than they thought anyway. The Fire Department is hoping that they will be able to stay with the plan to purchase a new engine this year and is continuing researching that purchase.
