APPROVAL OF MINUTES: January 9, 2008

Commissioner Anne Ziebell asked if anyone had corrections. No corrections were noted.

REPORT TO COMMISSION:

 

 

POLICE DEPARTMENT: CHIEF RICHARD PIETRZAK

 

Chief Pietrzak mentioned that the department is planning Commercial Vehicle Inspections for several dates throughout the summer.  The Dayton Police Department was awarded $6,600 in safe and sober grant money to be used during the safe and sober enforcement period ending in October 2008.  The department is working with Brooklyn Park Police, Champlin Police and the Hennepin County Sheriff Department.  Dates are being set up to run special enforcement in each of these jurisdictions. 

 

LIAISON: COUNCIL MEMBER PHIL FORSETH

 

Council member Forseth mentioned that the council and staff department heads held their strategic planning meeting on February 9th.  The sewer and water rates study is complete.  The low impact development ordinance was passed and the council is reviewing choices for the painting of the water tower.

 

OLD BUSINESS:

 

The commission continued to review the draft rental property/property maintenance ordinance.  There was discussion regarding a list of concerns brought to the commission by a council member.  The commission went through each of these concerns and made recommendations for some changes.  One change was to change which pertained to landlords who do not live in the area.  The current draft required these landlords to designate a representative that lives within the twin cities metro area.  It was recommended by the commission that this be changed to requiring the representative to live within a 35 mile radius of the property.  The commission discussed egress windows and the 44” sill height requirement.  The commission suggested researching whether, in regard to existing egress windows, a permanent step could be installed to make the sill meet the height requirement. It was also suggested that this particular section should state refer to building code in some way.  The commission decided it should leave the section on carbon monoxide detectors as is.  There was discussion about whether there should be some mention made regarding domestic violence and the disorderly conduct letters.  The commission decided that this would not be an issue.  Someone who is a victim of domestic violence is protected by the Violence against Women Act so there need not be any more mention or exemptions noted in the ordinance.   

The commission asked to have the draft sent back to the city attorney for the requested changes.

 

There was discussion regarding the public hearing to review hunting on Diamond Lake.  The commission decided to have the public hearing on April 9th.  Notice regarding this meeting will be posted on the web site and a notice will be placed in the Champlin Dayton Press.
