Planning Commission Minutes

February 1, 2007 - 7:00 p.m.

City Hall Council Chambers

 

1.         Call to Order and Flag Pledge.

Commission Chair Vince Johnson called the meeting to order.              

 

2.          Roll Call.

Chair Vince Johnson and Commissioners Randy Dahlheimer, Steve Fowler, Kevin Faulds and Bob O’Brien were present as was City Council Liaison Scott Hoke, City Planner Erin Stwora. 

 

3.         Approval of the Agenda.

The agenda was approved by consensus.

 

4.         Open Forum.

Chair Johnson opened the open forum.

No one came forward for open forum.

Chair Johnson closed the open forum.                       

 

5.         City Council Update.

Council Liaison Hoke provided the update.

 

6.        Consent Agenda.

A.  Approval of the January 4, 2007 Planning Commission meeting minutes.

          B.  Approval of the January 16, 2007 Joint Planning and Parks Commission meeting minutes.

 

Motion to approve by Fowler, second by O’Brien, All ayes.

 

7.         Review of the Proposed Public Peace and Safety Ordinance.

 

The Planning Commission reviewed the proposed Public Peace and Safety Ordinance.  Commissioner Faulds requested that Planner Stwora give a background of the Ordinance, how it came about, grandfathering clauses, ability for enforcement.  A comment was made by City Council liaison Hoke that discretion will be used in interpreting the ordinance and it will be on a complaint basis.  The Commission as a whole made the following general comments:

 

  • Large vehicles should not be permitted to park in public right-of-way.
  • There should be a clause to deal with high occupancy/multiple families in single family homes.
  • There should be a section on available remedies – what happens, ability for the City to recover funds spent on clean up, investigation and litigation, applying to all situations in the ordinance.
  • Snowmobile hours should be placed in the ordinance.

 

Motion to approve the Public Peace and Safety Ordinance.  Motion made by O’Brien, seconded by Fowler.  Ayes: All.           

9.       New Business.

Future and Continued Planning Commission Agenda Items.

 

10.       Staff Notices and Announcements.

A.     The City Council meetings at which the above items may be considered will be held on March 27, 2007.

B.     The next Planning Commission meeting will be held on March 8, 2007.

 

11.       Adjourn.
