APPROVAL OF MINUTES: 

 

Correction to the spelling in the minutes of the word defibrillator

 

MOTION:  I’ll make a motion to approve the minutes of January 16 as corrected and Joint Planning / Park Commission minutes as written.

COMMISSION BUSINESS:

 

The Commission reviewed the goals for the year 2007. 

 

Goal 1

 

Council member McNeil explained about the TMDL (Total Maximum Daily Load) and the impaired waters lakes.  The State of Minnesota needs to address the issue within 10 years, and Council member McNeil explained that if the city doesn’t do anything the State will need to do it.  The state is in the process of developing new standards for the shallow lakes as compared to the deeper lakes.  The shallow lakes are just shallow lakes, and sometimes there is not a lot you can do to take care of them. 

 

Lakes that have a public beach are higher on the list to be dealt with.  The City of Dayton is responsible for what goes into the lakes, but not for the cleanup of the lakes.  The lakes are public lakes and the city is not responsible for the actual lake, they are owned by the Department of Natural Resources.  The City’s Shoreline Ordinance deals with the buffer zones and cattle in the lakes.   Council member McNeil will work with the appropriate people to do the TMDL and also the work with the land owners.  The Commission would like to Review the Shoreline Ordinance at one of the future meeting.

 

If the DNR does the TMDL then they would be the appropriate organization for the funding of the clean-up. The process is important, but the state needs to do it.

Goal #4 – There was discussion regarding keeping the rough fish out of the lakes.  Poison in the lakes would kill out the rough fish; but the fish will eventually come back up the channel.  We would need to work with experts in the field.  Contact DNR waters, or DNR fisheries about information.

 

Goal 2 –

 

Goals for the lakes: 

Some the questions asked about the lakes were:  Should they be swimming lakes, recreation, fishing, or hunting lakes? We would need to identify the goals for each lake, and look at  the ordinances to accomplish the goals. 

 

Elm Creek watershed will be doing testing / monitoring of the lakes this year. 

 

CIP Plan:

 

The Commission discussed sending a copy of the CIP to CDAA for them to review for future funding.  A letter will be drafted to CDAA a copy of the CIP plan to ask for donations for park improvements.  CDAA meets on the 3rd Sunday of each month. Commission member Fourre volunteered to deliver the letter to CDAA at the next meeting.   

CIP – 5-Year Capital Improvement Program:

 

Changes to the City for 2007-2011

v     Leathers Park:  move the upgrade field, fencing, soccer from 2007 to 2009

v     Leathers Park:  move the installation of the well from 2007 to 2010

v     Riversbend Park:  Move the ˝ Basketball court from 2009 to 2008
