ROAD IMPROVEMENTS

COUNCIL UPDATE

November 26, 2007

I. Construction Progress/Schedule

The prime Contractor has completed their contract-required work for 2007 construction season with the exception of the remaining temporary and permanent turf re-establishment which should be completed by November 30, 2007. Not all of the yards will be able to be sodded this year, and they will, however, be covered with straw mulch for temporary erosion control.

Mailboxes, signage, wood fencing, temporary erosion control, traffic control signage, and general site cleanup should also be completed November 30. The Contractor has also removed the construction trailers from the site.

We anticipate the Contractor to commence work in late April with bituminous paving of Tilden Avenue and the final lift of pavement to be completed by mid-June of 2008. The contract requires all work to be completed by July 1, 2008 with all turf and landscaping items completed by June 13, 2008.

1. Bridge

The bridge is substantially completed with bridge lighting and painting to be completed in spring 2008 due to weather conditions this fall.

3. Hayden Lake Road

A. Hwy. 169 to Cobblestone Road

Work is completed with exception of one driveway that will be completed next spring. Wood fencing, mailboxes, and final cleanup should be substantially complete by the November 30, 2007 with seasonal landscaping to be completed next spring.

B. Cobblestone Road to Tilden Avenue

Work is completed for this year, and the roadway is reopened to traffic. The temporary park access route will be closed.

6. Vera Street

All of the underground utility work and roadway have been completed. The roadway is paved and reopened to local traffic. The remaining sidewalk and retaining wall will be completed in the spring.

7. Business Park Drive (East Side of Hwy. 169)

The sanitary sewer work east of Hwy. 169 started on October 1 and will be completed by November 20, 2007. The concrete sidewalk will be completed in spring 2008.

II. Project Success/Issues

1. Success

- French Lake Road, Hayden Lake Road, and Vera Street reopened to Traffic by November 15, 2007.

- French Lake Terrace Pond has recovered.

- Cobblestone Lake Preserve water level recovered on October 5, 2007.

- All City sewer, watermain, and storm sewer work completed.

- All MCES sanitary sewer work completed.

- Bridge complete with exception of lighting and painting.

- Dewatering completed and removed.

- All temporary water services removed.

2. Issues/Concerns

- Currently, three residential claims unresolved:

a. 602 Hayden Lake Road (Dave Cochran) – Foundation crack

b. 10430 Creekwood Drive (CJ Hrebal) – Swimming pool and

foundation cracks

c. 618 Hayden Lake Road – Foundation concerns

- 1113 Vera Street septic drain field repaired October 4, 2007.

- Tilden Avenue will not be opened until mid to late June 2008.

III. Contract Status/Changes

1. Contract Changes

- Change Order No. 3 – Total pedestrian Signal Painting, and miscellaneous lighting repairs being finalized.

- Change Order No. 4, December. Fuel tank, miscellaneous storm sewer, water service connections, and MCES extra work approximately $71,000.

- Construction costs paid through October 31 = $11.63 million.
