2030 Comprehensive Plan

Community Planning
  • A systematic, ongoing, forward-looking process of analysis of opportunities and constraints for the purpose of formulating a plan to accomplish the community's goals and objectives.

Comprehensive Plan

  • Long-rage vision, guide and design for the community's future
  • Guide for elected officials to use when making decisions
  • Legal foundation for rules and regulations adopted by the community, such as the zoning ordinance and subdivision regulations
  • Provide a vision for the growth and development of a community
  • Make the most efficient investments
  • Protect the environment

Planning Process

  • The Metropolitan Land Planning Act
  • Requirement that local units (cities) update their plans every ten years
  • Focus on conformance with regional systems plans (transportation; including transit and aviation, water resources, regional parks, and open space)
  • Metropolitan Council does not approve local plans such as zoning but can require modifications if there is an impact on or a departure from a system plan
